** VOTERS WILL DECIDE FATE OF RECREATIONAL WEED IN 2020

On the future of legalizing recreational cannabis, Sen. Pres. Steve Sweeney said he has decided to abandon ship — that is, if that ship were the plan to secure enough votes in the state Senate. That vessel will stay in the middle of the ocean as lawmakers "pivot (https://www.nj.com/marijuana/2019/05/hopes-for-nj-legal-weed-may-be-up-in-smoke-but-expanding-medical-marijuana-has-bipartisan-support.html) " to focus on two bills: a bill (https://www.njleg.state.nj.us/2018/Bills/S0500/10_R4.HTM) to expand access to medical cannabis, and an expungement bill (https://www.njleg.state.nj.us/2018/Bills/A4500/4498_R1.HTM) , which Gov. Murphy said (https://www.nj.com/marijuana/2019/05/heres-phil-murphys-reaction-to-the-death-of-nj-legal-weed-bill.html) he supports "because of social justice (https://www.nj.com/politics/2019/03/legalizing-weed-will-put-nj-on-the-right-side-of-civil-rights-history-murphy-says.html) .” And on Monday, health officials announced
(https://www.njspotlight.com/stories/19/05/13/new-regulations-to-further-expand-njs-medical-marijuana-program/) the state will expand the medical cannabis program. So now, the 'legalize' ship will be up to voters to steer — in 2020, with a ballot referendum. ** IN MORRIS, ANOTHER TOWN WITH ELEVATED LEAD LEVELS

This week, Pequannock Township's Water Department (http://www.peqtwp.org) notified its customers of recent testing that showed elevated lead levels in its drinking water. Of the 60 samples tested at households throughout the Township, nine samples contained enough lead to exceed the Environmental Protection Agency's action level (https://www.cdc.gov/nceh/lead/tips/water.htm) of 15 parts per billion (ppb). ** LOTTERY PLAN COULD EARN STATE $100M OVER A DECADE

At an Assembly Budget Committee in Trenton yesterday, lawmakers discussed a recently enacted agreement that is projected to save taxpayers $100 million over the next decade. According to the Treasury Department, the deal struck by the state Lottery tightens up the performance bonus structure for an outside vendor, Northstar New Jersey. And taxpayers will no longer be responsible for paying for expense accounts rung up by Northstar managers. Thanks to a 2017 law (https://www.njspotlight.com/stories/17/07/05/christie-touts-lottery-transfer-as-answer-to-state-s-pension-problems-but-critics-deride-plan/) , these profits will directly benefit public employees' pensions. A national hospital safety rankings report (https://www.hospitalsafetygrade.org/your-hospitals-safety-grade/state-rankings) released by The Leapfrog Group yesterday placed New Jersey five spots below where it was ranked in the fall, from first in the nation to sixth. The only hospital in New Jersey to earn an A grade every time since 2012 is Saint Barnabas Medical Center in Livingston. Three hospitals earned 'D's, but there were no 'F's. That's an improvement from last year, when University Hospital in Newark's failing grade "was partially responsible for a major management upheaval (https://www.nj.com/healthfit/2018/08/an_f_in_safety_a_clash_with_union_and_an_ill-timed.html) ," Susan K.
