MONTPELIER, Vt. -- Vermont has become the first state to create a program to import more affordable prescription drugs from Canada. But it's unclear whether it will happen because it needs federal approval and the White House hasn't endorsed it.

Republican Gov. Phil Scott said Wednesday the law would likely reduce costs for Vermonters, although he's unsure whether it will get federal approval.

The U.S. Department of Health and Human Services still needs to certify the program.

The National Academy for State Health Policy says Vermont is the first state in the country to approve the importation of prescription drugs from Canada, where they cost an average of 30 per cent less than in the U.S.

A pharmaceutical manufacturers trade group says the program would threaten people's health because quality could not be assured.
