NEW YORK -- The head of the nation's ethics office is questioning why President Donald Trump didn't disclose last year that he owed personal attorney Michael Cohen as much as $250,000 for unspecified "expenses."

In a 2018 financial disclosure released Wednesday, Trump cited reimbursing Cohen but made no mention of a $130,000 payment to porn actress Stormy Daniels, who says they once had a sexual tryst.

The acting director of the Office of Government Ethics, David Apol, has written to the Justice Department pointing out that he considers Trump's payment to Cohen to be a repayment on a loan. He says it was required to be included in Trump's June 2017 disclosure.

Cohen has said he paid $130,000 to Daniels shortly before the election to keep her from going public with her allegations.
